Used the work around to download with iTunes on one of my Windows PC. At first it was just a few titles and eventually everything. Ugh! My Mac TV app started downloading HLS formatted media files last Fall. It seems something in the download process is broken for the OP, but I can at least confirm the process itself works with the movpkg files. To ensure it was this file and not streaming, I turned off wi-fi.
